Government spends substantial sums of money purchasing the same software over and over, and then substantially more money in configuring and customizing to meet specific needs. If there were a central repository for software licensed either on a government-wide site license or a standard Open Source license, then the work funded by one agency can be re-used by another, or a third. That second or third project might require a bit of additional funding to address a need the first project did not have, but that could be be much less than the cost of originating from scratch.
